The integration and co-ordination of private and public RTD investment, together with appropriate support through RTD policy and infrastructure, are essential in enabling the economic progress of the European Research Area, and also in the establishment of the social and other economic structures in European regions.

Within this project, funded by the European Commission under the Sixth Framework Programme, it is anticipated that the partner regions (both with specific RTD policies or in the process of developing and understanding their regional needs for future policy development) will pull together all those actors in the region who have the potential to influence, support and promote RTD activity (policy, process, integration and translation of research into innovation) and, ultimately, establish the means to reach the 3% Barcelona RTD targets.
